I stumbled across a great site when looking for iPhone ringtones called Audiko.net.

At Audiko, just search for your favorite, artist, album, or song title, and chances are they’ll have your ringtone preconverted to iPhone .m4r format. No need to pay $0.99 per ringtone anymore. With artists like Stevie Wonder, The Beatles, The Strokes, Gnarls Barkley, Michael Jackson and less famous artists like The Little Ones, you’re sure to find the ringtone you’re looking for.
In the off chance you can’t find your favorite song, you can upload your own song, or even simply provide a link (they’ll download the song for you), and they’ll convert the song to an iPhone compatible ringtone. Don’t have an iPhone? You can download the .mp3 or AMR-nb format for older, more gayer phones that aren’t the iPhone. You can also choose different versions of the same ringtone in case you want the chorus, the intro, the hook, whatever you want. It’s actually the first site I have seen where you can just download the ringtones without having to sign up for anything.. plus they have a tutorial on how to get the ringtones into your phone… pretty cool
